There are two Kais guest houses. One is "Kais Guest House" and the other is "Kais City Guest House." And I stayed at Kais City Guest House which is very close from the Jaffna Clock Tower, the city center. Fort, market, library, station and every attractions of Jaffna town is in the walking distance.

Kais City Guest House cannot offer meals unfortunately but the guesthouse owners kindly recommended several restaurants nearby. They have a fridge and kitchen the guests can use, so you do not have any troubles to prepare your own tea/coffee, cool your drinks, and bring your own foods from the town area. On the contrary, Kais Guest House which is located suburban area provides great Jaffna cuisine it seems. I would like to try it next time.

Mr. Prava, one of the guesthouse owner, has a great knowledge on the Jaffna historical sites. He kindly arranged a one day tour around Jaffna and a half day tour to Nagadeepa/Nainative. If you would like to complete most of the attractions, you may need at least three days in Jaffna (And I missed to visit Delft Island...). You will learn a lot of culture, history, and nature of Jaffna if you travel around with Jaffna locals like Mr. Prave or Mr. Ajith, the guesthouse owners.

「カイスシティーゲストハウス」と「カイスゲストハウス」の2つのカイスがあります。今回はカイスゲストハウスのほうがリノベーション中とのことでシティーゲストの方にとまりました。カイスゲストハウスはお料理が自慢のようですが、シティーゲストのほうはお料理の提供はありません。それでも街の中心地に位置しているので、周りにレストラン等も多く不便はありません。持ち込んだものもシティーゲストで食べれる他、キッチンや冷蔵庫などもあるのでとても便利。駅や、フォート、マーケット、ジャフナ図書館、ナルアー寺院などもすぐ近くです。ジャフナ出身のオーナー2人はスリランカで活動する日本のNGOに勤務されていたこともあり英語もでき宿泊に不便ありません。英語ができるトゥクトゥクドライバーなども手配してくださる他、近隣エリアへのガイドツアーなども手配してくださいます。ジャフナの見所を全て抑えるには、最低3日は必要です（デルフトアイランド1日、ジャフナ市内とナーガディーパ1日、ポイントペドロやキーリマライなどのジャフナ郊外）。

Great Location, Perfect for Jaffna City Explore

We stayed here 2 nights and enjoyed our stay a lot. The guesthouse was clean and we got towels which is a plus. 
We had a room with AC and a Fan which worked perfect.
The staff were really nice. Especially the man at the night reception was the most friendliest person we have ever met. He always had a smile on his face and helped us a lot. 
The location was perfect. It's about 5-10minutes walking to the city center / markets. 
The guesthouse also offers bicycle and scooter renting. I would highly recommend to rent a scooter and go to Nainativu Island and see the Hindu temple where you can see the people praying.( interesting to see )
At night you can chill on their balcony and meet also other travelers.
If you are in Jaffna i would definitely recommend to stay here. 
We really felt welcome.
Be careful there is another Guesthouse with almost the same name. 

Good value for your money

Good location within walking distance to the train station, fort and city centre. Lovely homely feel with welcoming and helpful staff.

The locked kitchen except when staff is around was a bummer if you fancied a cup of tea at other times.

Homely and helpful

We stayed 2 nights and were sadly disappointed . Very well placed for a couple of minutes walk into Jaffna.  The room is basic which we were expecting, but rather grubby . However there was a fantastic shower.!  The outside area is sadly neglected. Breakfast is not provided and we stayed here as other reviews had said there was a kitchen. If there is we never found it and it was never shown to us. There is such potential here with a little care. The house is lovely and there are some very nice sitting areas.  Husband and daughter had stayed at the sister House last year and were very happy.

Needs a little work

Reasonable accommodation in good location (city location is more handy, other location seemed like a nice area).
Host was knowledgeable but service minimal (host was only there for check in and checkout).
No mosquito nets, which was a problem because there were mosquitoes (though they are apparently working on that).
Dirty bathroom.
Average facilities.
